My Ride In This Morning

Yet, again 14th & Irving NW has construction going on. The traffic was backed up on both streets. I was waiting for my bus to get to the corner and noticed a construction worker with one of those stop and slow signs. However, when the light turned green he turned the sign to STOP and when the light was red he turned the sign to slow. Traffic was at a complete stop. I couldn't help but wonder if an ESL class would have helped the construction worker.
